Course content
Lectures: 1. Public veterinary medicine (definition, meaning, content). Legal rules, legal regulations (constitutional laws, laws, legal measures, government regulations, decrees, and other generally binding legal regulations), publication of legal rules, their validity, effectiveness, and legal force. Organization of legislative, executive, and judicial power in relation to veterinary care 2. The EU - EU institutions, EU primary and secondary law 3. Act on veterinary care, its content, definitions, obligations of keepers, animal transport, and animal diseases 4. Act on veterinary care - the safety of animal products 5. Registration and approval of food business operators. Certifications, audits and controls of food businesses 6. Act on veterinary care - performance of professional veterinary activities, veterinary sanitation 7. Act on foodstuff and tobacco products. Regulations regarding the control of food of animal origin 8. Act on the protection of animals against cruelty and other legislation for the protection of animals. Decrees implementing the Act on the protection of animals against cruelty. 9. Public Health Protection Act and decrees related to public health protection. Act on pharmaceuticals and other legislation related to pharmaceuticals. Act on addictive substances and other legislation related to the addictive substances. Act on chemical substances and other legislation related to the chemical substances 10. Act on feedstuff and other legislation related to feedstuff. Learning outcomes
The course concerns mainly the area of public interest regarding legal regulations for veterinary care and related regulations. The course also includes the area of private law regarding the performance of veterinary care. The knowledge and experience gained from the study of public veterinary medicine are essential for the work of an official veterinarian as well as for private veterinarian practice.
Theoretical knowledge The student: - understands the basic principles of the legislative process, - understands the interpretation procedures and principles of administrative and criminal decision-making, - knows legal regulations and basic legal rules related to veterinary care, - understands the basic principles of private law related to veterinary activities. Practical skills The student is able: - to work with legal regulations and interpret legal rules, - to write up an audit protocol and assess the content and formal accuracy of particular legal acts, - to assess real-life situations related to veterinary care according to the applicable legislation and suggest the correct procedure for their solution, - correctly fill in documents related to veterinary administration. Competences The student is able: - to understand the ethical and legal responsibilities of a veterinarian concerning the animals they care for, the environment, clients, politics and society, - to use their professional skills to contribute to the development of veterinary knowledge and the concept of "one health" in order to improve animal health and welfare, the quality of animal care and public health in veterinary practice, - to prescribe and dispense veterinary medical preparations correctly and responsibly in accordance with legislation and the latest guidelines, and to report suspected adverse reactions in an appropriate manner, - to perform food and feed inspection and inspection of related food technology, - to provide advice/counselling on programmes for prevention and eradication of diseases and implement these programmes, and at the same time, consider the animal species and comply with the applicable animal health, animal welfare and public health standards.
